Imaginons la mise en place d'un gouvernement mondial passant par le contrôle
des processus d'accession au pouvoir étatique, imaginons ensuite que ceux
qui les contrôlent soient associés aux pouvoirs financiers, qu'ils partagent
les mêmes buts, la même grande stratégie voire la même idéologie
et qu'ils se coordonnent ensemble dans la production des règles, dans la gestion
des ressources et des systèmes techniques mondiaux, dans le management de
l'information sur les comportements individuels de centaines de millions de personnes.
Imaginons que les milliards d'humains restant soient gérés par les
procédures plus classiques de la dictature militaire et de la guerre. Il y
aurait un complexe organisé de firmes contrôlant ou cherchant à
contrôler à leur profit et pour leurs propres objectifs, les fonctions
longtemps monopolisées par l'État (école, justice, armée,
recherche.) mais également les fonctionnements propres au vivant...

Le réseau militaire américain ARPAnet a été conçu
pour maintenir les communications en cas d'attaque nucléaire. Ancêtre
de l'Internet et fondement de la Global Information Infrastructure, ARPAnet, à
l'instar de la "guerre presse-bouton" qui le motive, provient d'une seule
et même source : le changement d'échelle provoqué par les découvertes
en physique au début du XXe siècle dans une société industrielle
capable d'organiser la productivité - y compris scientifique - de milliers
d'agents.
The American military network ARPAnet was conceived as a way to maintain uninterrupted
communications in the event of nuclear war. Ancestor of the Internet and foundation
of the Global Information Infrastructure, ARPAnet springs from exactly the same source
as the "push-button war" that lay behind it : the change of scale provoked
by the early 20th century discoveries in physics, within an industrial society capable
of organizing the productivity - including the scientific productivity - of thousands
of agents.

The festival "Open Source City" is organised by the Syndicat Potentiel,
with Université Tangente and Ellipse.
OPEN SOURCE CITY is a 10 days event bringing artists, cartographers, architects,
programmers, activists, occultists, psychogeographers, autonomous astronauts, researchers,
doctors, sociologists and urbanists together to draw an " open source "
map of the european city of Strasbourg. The festival will focus on historical maps,
psychogeography, politics and religion ; Europe institutions and local specificities
; tactical media and cyberguerillas techniques, locative tools and wifi maps ; urbanism
and city politics.
"Open source city : collaborative mapping" workshop
The " Trans-Cultural Mapping " program stops in Strasbourg for the "Open
source city : collaborative mapping" workshop. The Strasbourg TCM workshop will
follow the 5th RAM workshop entitled "Open Source Media Architecture" that
will take place from May 4th to 9th, 2004 in Riga, Latvia, organised by the RIXC.
Open Source ideas -- that has its origins in the scientific and computer programming
communities, where research is shared within a network for the common advancement
of the field -- will be used and extended in both events. An exhibition will be set
up and modified until the final version that will stay in Syndicat Potentiel space
one month after the festival. The Strasbourg results will be presented in Riga for
the Art+Communication Festival organised by the RIXC in october 2004 as a cloture
of the TCM program.
